Frank Thomas Westcott è nato nel 1901 e dopo essersi laureato in ingegneria è stato un imprenditore.

 Ottimo giocatore, è stato Presidente ACBL nel 1960 ed ha ricoperto varie altre cariche federali ed è anche stato Presidente della New England Bridge Conference and Eastern Massachusetts.

 Ha guidato come npc le nazionali USA che hanno conquistato l'argento nei mondiali del 1961 e nelle olimpiadi del 1964.

 È scomparso a North Attleboro nel 1974.
